Position Summary


Under the oversight of the VP and Regional General Manager of  the Singapore Office and the Executive Director of Marine & Safety Operations (US)  is responsible to manage the Singapore and Australia/New Zealand deployed vessels for Disney Cruise Line covering all aspects of Marine, Safety, Environmental, Port Operations, /Itinerary  and emergency management of the vessels. 
This position supports both shore side & shipboard marine, safety & environmental operations, training and departmental strategies by ensuring high standards of marine, safety, environmental protection, port operations and crew training are maintained. Along with the development, implementation, and monitoring of policy and procedures both onboard and shore side  throughout the region and onboard any company vessels operating within the Asia Pacific region.

Responsibilities

  • Maintains Disney Cruise Line® marine nautical, port, environmental & safety standards for the vessels deployed in Singapore and Australia 
  • Departmental budgets for areas of responsibility.
  • Ensuring that all fleet nautical & safety operational policies and procedures are verified, and the vessels are complying.
  • This primarily covers, STCW (Standards of Training, Certification, and Watch keeping) SOLAS Convention Chapters III (International Convention for the Safety of Life at Sea,); the COLREG (International Regulations for Preventing Collisions at Sea, 1972 “the COLREGs”); CLIA (Cruise Line International Association) associated national and international legislations; The International Convention for the Prevention of Pollution from Ships (MARPOL).
  • Contribute to modifying where appropriate due to the regional deployments the fleet operational policies and procedures for areas of responsibility and operational standards for the marine and safety department.
  • Sails regularly on-board vessels providing support, consistency, and continuous review of nautical, port, safety & environmental operations onboard.
  • Collaborating with Ship’s Steering Committee and DPA regarding nautical, safety, environmental and itinerary matters within the SMS.
  • Shore support for the on-board Navigation Officers, Safety Officers, Staff Captains, and Captains for ships deployed Singapore/Australia/New Zealand
  • Responsible to support Environmental Officers and Environmental operations team from home office both onboard and in the different ports as agreed. 
  • Responsible to support the Itinerary and Port Operations team in the UK office as appropriate.
  • Conduct port assessments as required for existing ports as part of a quality control program and for new ports that are being considered by the company as future ports.
  • Assist the Home office team when required in verifying navigational plans and Itinerary Planning within the local regions.
  • Responsible to support the safety team in the US and UK for the maintenance programs related to life saving and firefighting appliances.
  • Responsible to supports the Nautica team in the US in all matters regarding navigation, bridge equipment and ensure that the vessels are complying with the chart/publication carriage requirements for ships within local regions. 
  • Responsible to Support the Training team in the US and UK for the Shoreside & onboard STCW/SOLAS and company training programs and ensures compliance with the Flag State certified program and the company training policy and requirements.
  • Responsible for contracting of local training facilities and ensure quality inspections of such facilities where Officer or Crew training will be taking place.
  • Responsible for quality assurance of the Asian based simulation facility and all aspects of the simulation training, company assessment programs, ship handling training and bridge resource management conducted in the region
  • Works alongside the Manager of Fleet Training Operations in regard of the management of the long-term agreement/contract with the Simwave Training Facility. 
  • Verifies that vessels comply with International Flag State and Local port state rules, regulations, and guidelines for navigation & safety.
  • Conduct vessel assessments and verifies follow up action items and closeout of findings.
  • Verifies compliance with safety procedures, policies and procedures in both Marine and Technical departments as part of the vessel assessment program.
  • Verifies that the fleet’s vessels and office comply with International and Flag State rules, regulations, and guidelines in respect to standards of marine nautical & safety.
  • Liaison with Local port state authorities and Lloyd's Register and Flag, for nautical & marine safety matters, 
  • Manage projects assigned by which may include projects covering Marine ,Safety, Port/Itinerary, environmental and Technical areas.
  • Assists HR with identifying, recruiting, and interviewing licensed deck officers and crew members within the local regions.

  • Provides shore-based assistance for Marine and Technical Operations to maintain safe ship operations.

SMS Responsibilities:

  • Implementation of the general safety management responsibilities in SMS.
  • Responsible for implementing Safety Management System policies and procedures relative to areas of responsibilities.
  • Provides shore-based assistance for Masters and his Officers to maintain safe ship operations.
  • Assists in development of nautical & safety amendments to SMS policy and procedures for approval prior to sending them to the Executive Director Marine and Safety Operations, for final approvals.
  • Assists and keeps the Executive Director Marine and Safety Operations, and Executive Director Technical Operations informed of ongoing and planned matters relevant to issues and materials in the SMS.

Job Requirements:

  • Master CoC bachelor’s degree in marine operations or related field from an accredited college or university or the international equivalent
  • Senior Deck Officer License and/or a minimum of 10 years of related experience in fleet operational and marine resources management preferably associated with cruise ships.
  • Strategic planner with sound technical and people skills, analytical ability, sound judgment and operational focus. Must have great knowledge of the ship’s Nautical, Safety, Environmental, & Port Operations shoreside as well as the onboard roles.
  • Must display high knowledge of regulations governing the Marine industry under IMO, such as ISM, SOLAS, MARPOL, COLREG and STCW, and understand how to access information when required. Excellent working knowledge and depth understanding of the industry, company, and ship’s operations.
  • Must have excellent communication skills and the ability to relate to employees at all levels of the organization including great analytics skills needed to correctly manage the strategic planning for areas within scope.
  • Excellent interpersonal skills to communicate in a multicultural environment with all levels of employees and management.
  • Must have ability to interface and maintain effective relationships with all departments and employees in a highly diverse environment and able to execute operational imperatives in a swift and demanding environment. Ability to take complex regulatory issues and requirements and condense them into simple, understandable, and executable guidance and operating procedures.
  • High attention to detail. Excellent working knowledge of Excel, Word, PowerPoint, and Microsoft Office. Ability to be available/on call for periods of travel (including internationally)
  • May require lifting of up to 50 pounds, extensive walking, periods of time in enclosed spaces with loud noises, ability to work in inclement weather. This position may regularly travel domestically or internationally.
